what does it mean in Russian when they put a )?

is the ) the end of a sentence? Like "Где это вы были?)" or "Такой клевый))))" are they used like periods? Like "so cool...." and if they're not how do I use them? Because some people write it like "СПАСИБО ЗА ТО,ЧТО ВЫ ЕСТЬ У МЕНЯ!!))))" and it almost doesn't make sense in an English speakers eyes.

":)" = ")"

":))))" = "))))"

One bracket = sign of friendliness. Two or more brackets - laughing.
